Application for Ballot by Mail Information

Application for Ballot by Mail (ABBM) is available to elderly voters, voters with physical disabilities and other individuals who meet the eligibility requirements.

  2. Ballot by Mail Application
  • is 65 or older on Election Day
  • has a disability
  • is expecting to give birth within three weeks before or after Election Day
  • is civilly committed under Chapter 841, Health and Safety Code
  • expects to be absent from county during Early Voting and on Election Day
  • is confined in jail, but otherwise eligible
  • is in the Attorney General Address Confidentiality Program

Federal Post Card Application Information

The Federal Post Card Application (FPCA) form is for absent Uniformed Service members, their families, and citizens residing outside the United States. It is used to register to vote, request an absentee ballot, and update your contact information.

Federal voting law defines “overseas” as anywhere outside the United States (this includes Canada and Mexico).

Military and overseas voters are welcome to use the regular registration and early voting by mail process (also known as absentee voting) available to all voters away from their home county on Election Day. However, there are also special provisions for you.
